The Village of Glen Ellyn jointly established the Glenbard Wastewater Authority (GWA) with the Village of Lombard through an intergovernmental agreement in 1977.
About the Glenbard Waste Water Authority
The treatment plant operates 24 hours a day, 365 days a year removing pollutants from a daily average flow of approximately 12,000,000 gallons of wastewater from Glen Ellyn and Lombard. The GWA also receives some stormwater runoff that can increase flows up to 47,000,000 gallons per day at the main facility, while the Combined Sewer Treatment Facility that is owned 100 percent by Lombard will also see flows increase to approximately 58,000,000 gallons per day during rain events.  The Lombard Treatment Facility only operates during increased flow events. 
Glenbard Wastewater Authority Budget
Each year, the two Villages contribute the budgeted operating and capital expenditures to GWA based on each community’s percentage share of wastewater flows during the prior two capital years.  Based on calculations of the metered flow, Glen Ellyn contributes approximately 48 percent and Lombard contributes approximately 52 percent of GWA’s $5 million budget.
Technological Advancements
The Glenbard Wastewater Authority monitors water flow and pump activity through a computer system known as Supervisory Control and Data Acquisition (SCADA). This system alerts technicians when flow increases and more pumps are needed or when a pump becomes inoperational. This advanced technology ensures that GWA is fully operational at all times, preventing damage to equipment and backups of the collection systems.
