In 2000, the Village Board adopted a 20-year capital improvement plan recommended by the Capital Improvements Commission for the rehabilitation of the Village’s 83 miles of roadway and 70 miles of storm sewers. The goals of the Street and Storm Sewer Program are to complete the major storm sewer system in the Village and achieve and maintain quality pavements for all Glen Ellyn roadways. Since 2001, over 40 miles of streets have been improved and 17 major storm sewer projects constructed at a cost of $50 million. Between 2009 and 2020, another 33 miles of streets will be rehabilitated. The next 20-year roadway repair cycle will then begin in 2020.
Program improvements to-date have been funded primarily by a combination of $18 million in bonds approved in the November 2000 general election, utility taxes, real estate transfer taxes and cash reserves. In 2008, the Village Board approved extending property taxes originally designated to pay off debt to help fund ongoing program improvements as bonds are retired over the next six years.
