Building Permits

The Village of Glen Ellyn requires building permits for most construction projects such as: new buildings, additions, porches, garages, fences, driveways, parking lots, decks, patios, accessory structures, interior remodeling, roofing, siding, mechanical, electrical and plumbing work, swimming pools and lawn sprinkler systems.  Building permits are required as they benefit residents in a variety of ways. The building permit plan review process helps to ensure that competent individuals design and construct a project. On-site inspections, as required by the building permit, help protect neighbors, future residents and visitors to the property. Copies of building permits are maintained by the Village for future reference. Building permits help to ensure that a project is completed as planned and meets code requirements. All building permits are delivered to the County Assessor’s Office so that a more accurate property value record is maintained. 

A copy of the minimum plan submission requirements and application forms for various types of construction projects can be found by clicking on the below link.  Generally, it takes between two and three weeks for the Planning and Development Department to review an application.  However, the review process may take longer during peak construction months.  Furthermore, some types of construction must go through additional review by other departments or multiple reviews to ensure conformance to building codes.  Please also allow time in your schedule to accommodate any necessary resubmission as each submission is subject to the same two to three week time period for review.

Some projects may be issued a building permit over the counter depending on the type of the work.  Generally the minimum requirements for an over the counter permit includes a completed application form, the contractor identified and registered with the Village, a plat of survey if any work is completed outside the home or building, and payment of the permit fee from $30 to $100.  Over the counter permits can be issued for some simple residential projects: roof, siding, central air conditioning, furnace, boiler, sump pump, water heater, water meter, basement drainage system, mechanical equipment, electrical service upgrade, plumbing fixtures, sanitary sewer improvements, water service improvements, stormwater drainage improvements, sheds, lawn irrigation system and fencing.

In addition, Glen Ellyn has identified some work that may be completed without a building permit. Although a permit is not required, projects must comply with all applicable building, zoning, stormwater and other regulations. The Building Division will conduct a free over the counter “courtesy” review to assist the applicant in determining if a permit is required and identifying any applicable regulations.  Work that generally does not require a building permit is listed below:

Property:

Removal or planting of vegetation provided tree removal is completed in accordance with the Tree Preservation Ordinance; paving of less than 100 square feet provided it complies with area and setback requirements; site grading changes or retaining walls not to exceed 8 inches or 300 square feet provided the natural existing stormwater runoff is not changed and complies with the requirements of the Countywide Stormwater and Flood Plain Ordinance; recreation/play equipment or outdoor furnishings that are portable and removed after occasional seasonal use and associated with a permitted use in the zoning district; installation of portable prefabricated swimming pools that are less than 24 inches deep.

Building:

Application or removal of wall, floor or ceiling finishes provided it is in accordance with federal and state regulations for removal of hazardous materials;  window awnings supported by the exterior wall which do not project more than 54 inches; minor electrical repairs including lamp, receptacle or breaker replacement or the removal and installation of equivalent new electrical fixtures at existing electrical outlets; electrical wiring, fixtures and equipment operation at less than 25 volts and not capable of supplying more than 50 watts of energy; minor mechanical repairs that do not alter the approval of the equipment or make it unsafe; installation of portable electrical or mechanical equipment with cord and plug electrical connections; work to stop leaks or clear obstructions in the plumbing system without alteration to existing water supply, drain, waste or vent outlets; replacement/repair of exterior finish materials up to 300 square feet or 20% of the total roof or wall area.

Inspections

The Village of Glen Ellyn requires inspections of all construction work to ensure that the work is done in accordance with the approved permit plans and Village Codes, and to keep Village residents and their neighbors safe.  To this end, the Village does not allow construction work to begin until all required safeguards are installed on the site. If the project has multiple inspections, those occurring in a sequence are not permitted to begin until the previous work has been inspected and approved.  A final inspection is required for all projects.  New equipment may not be utilized and new space may not be occupied prior to obtaining final inspection approval.

The Planning and Development Department schedules inspections Monday through Friday between 9:00 a.m. and 12:00 p.m. and between 1:00 p.m. and 4:00 p.m.  Some inspections may be conducted by the Village consultant, B&F Technical Services.  To schedule an inspection with the Planning and Development Department or B&F Technical Services, please call 630-547-5250.

The Public Works Department is responsible for a variety of other inspections associated with utility work and work on public property. These include water service/meter/register inspections, sanitary service inspections, storm sewer connection inspections, parkway landscaping inspections, driveway apron/sidewalk/curb inspections and parkway irrigation inspections. Please contact the Public Works Department at 630-469-6756 prior to proceeding with this work to coordinate locations and requirements.  A final inspection is required for all projects
