December 28th Question: If you missed the Police Department collection of unwanted prescription medications, how can you continue to dispose of prescription medications responsibly?
Unwanted medicine (excluding regulated medicines/controlled substances) can be dropped off at several locations throughout DuPage County. Locations and details for disposing of residentially-generated unused prescriptions and expired over the counter drugs, can be found here.
 
December 21th Question: Where can residents find information on the Clean Air Counts Energy Savings Program (ESP)?

The Energy Savings Program allows you to pay a guaranteed lower price for your energy through June 2013. Your electricity will still be supplied through ComEd's wires and ComEd will still send you a bill. The only differences are that your bill will state that the energy is supplied by Integrys Energy and the amount you pay will be lower.

December 14th Question: How can residents find out more about the Village's snow removal operations?
Located on the Public Works webpage of the Village's website, click on Snow for snow removal, parking and other reminders during snow season. A snow brochure is also available on the Snow webpage outlining snow removal procedures, commonly asked questions and important telephone numbers.
 
December 7th Question: Are holiday light strands recyclable?

Yes! The Village has partnered with Elgin Recycling to provide free holiday light strand recycling this year. This is an eco-friendly alternative to putting lights in landfills. All holiday light strands and extension cords can be dropped off on the first floor of the Civic Center. To learn more about Elgin Recycling, please go to their website. Thank you to all the residents who started off our new program with much success! The container must be emptied daily to make room for even more strands.

 
November 30th Question: Does the Village offer any free holiday parking for shoppers this holiday season?

The Village has coordinated with the Glen Ellyn Chamber of Commerce for parking meters in the central business district to be secured with holiday covers offering free 3 hour parking until January 3, 2012.
Additionally, the Alliance of Downtown Glen Ellyn has made available free valet parking for shoppers in the central business district on the first three Saturdays in December from 11am to 10pm.

 
November 22nd Question: Does the Village have minimum heating requirements? 

Landlords and renters within Glen Ellyn are reminded the Village Code dictates specific heating requirements from October 1 to May 15. Landlords are required to maintain a room temperature of not less that 65 degrees in all habitable spaces within their rental properties between 6:30am and 10:30pm during normal conditions. During other hours of the day, the minimum temperature is 60 degrees. When the exterior temperature falls below zero and the heating system is operating at full capacity, a minimum room temperature of 60 degrees is required at all times. 

 
November 16th Question: How can Compact Florescent Bulbs (CFLs) be safely disposed of?

Many locations throughout the Chicago area accept CFL bulbs for safe recycling, including Len's Ace Hardware, located at 485 Roosevelt Road. For other locations that accept CFL bulbs, please visit earth911.org.
ComEd estimates that CFLs can save you approximately $43 the first year of use, but it is important that they are not disposed of with your regular refuse or recycling, since each bulb contains a small amount of mercury.

 
November 9th Question: How can a resident find out more about the Glenbard Wastewater Authority (GWA)?

November 2nd Question: Where can parking information be found?

General parking regulations and central business district regulations can be found on the Village's website and by clicking here.  Pocket sized maps of the downtown parking areas are available at the Civic Center. Additionally, the Village has five parking lots available for leased commuter parking in the downtown. Please see this webpage for a downtown parking brochure and map and a parking wait list application.

 
October 26th Question: What should a resident do if they see a coyote?

Residents may contact the non-emergency number of the Glen Ellyn Police Department (630-469-1187) to report a coyote sighting. A log is kept of coyote calls but no action is taken. If a coyote is acting in a threatening or aggressive manner residents should call 9-1-1. October 12th Question: Can residents rake leaves into the street?
It is a violation of Village ordinance to rake leaves into the street. Leaves clog storm sewers and create dangerous driving conditions. Village street sweeping is also hindered when the streets are filled with leaves. The best methods of leaf disposal are composting and mulching. You can also have leaves picked up by placing them in paper yard waste bags or reusable containers with Village yard waste stickers affixed.
 
October 5th Question: Who would a resident contact to report a non-working street light?
Street lighting is provided by both the Village and ComEd. To report a non-working street light, please contact the Public Works department at 630-469-6756.
 
September 28th Question: How can I have my child's safety seat inspected? 
The Glen Ellyn Police Department offers residents free child safety seat inspections by appointment. Child safety seat inspections are critical to ensuring the Village's youngest residents are protected when in a motor vehicle. If you are interested in having your child safety seat inspected, please contact the Police Department at 630-469-1187.
 
September 21st Question: What is the State law regarding pedestrians in a cross walk?   
The Illinois State Rules of the Road indicates that drivers must come to a complete stop (and yield) when a pedestrian is in a marked crosswalk and on school days, when children are in close proximity to a school zone cross walk. For more Rules of the Road, please click here.
 
September 14th Question: When does weekly yard waste collection end?   
Weekly yard waste collection, with yard waste stickers affixed, will run through the end of November. Weekly yard waste pick-up with stickers, will resume in April 2012.
 
September 7th Question: Does the Village require dog licenses?
Yes, all dogs need to be registered with the Village and each dog tag costs $5.00. Dog registration can be found on page two of the Village Services and Registration Application. For additional information regarding dog registration, please contact the Cashier's Office at 630-547-5235.
 
August 31st Question: Why doesn't the Village underground utility wires with every street project?

While the removal of overhead wires has definite tree, aesthetic and wind protection benefits, the cost of undergrounding is prohibitively expensive. 
Another factor is the required coordination of timing the undergrounding and roadway construction with several other entities. Many months are required to design a project and once designed the work rate on a project is controlled by the utility companies that may have limited ability to stay on the Village's schedule. Most construction projects that include undergrounding would require an additional 2 to 4 months of construction time thus not having the project done in one construction season.
The Village does implement undergrounding in some projects. Electrical undergrounding is currently being evaluated for the construction of a right-turn lane for northbound Lambert Road at Roosevelt Road. For additional information, please contact the Public Works Department at 630-469-6756.

 
August 24th Question: When does Branch & Brush collection end?

Branch & Brush collection will continue in September and conclude in October 2011.
Collection occurs on the second Monday of the month for Hill Avenue and north of Hill Avenue.  Collection occurs on the third Monday of the month for homes located south of Hill Avenue.  Please see the following Village webpage for regulations on Brush & Branch Pick-Up.

 
August 17th Question: Who does a resident contact in order to change or request an additional refuse or recycling cart?
Requests for carts can be handled by calling the Cashier's Office at 630-547-5235. A $15 delivery fee would apply. For more details on the Village's recycling cart program click here and for information on obtaining refuse carts click here.
 
August 10th Question: Does the Village rent out Civic Center rooms to groups and organizations?

Yes, the Civic Center is available to a variety of governmental units, community groups and organizations and others connected to the Glen Ellyn community. Groups may use the facilities for meetings and recreational purposes, provided that their activities do not interfere with the affairs of the Village government. Please see the Quick Links Webpage on the Village website to view Room Use Rules and Regulations and download a Room Use Agreement.

 
August 3rd Question: What is the process for removing trees on private property?
Permits are not required before removal of a tree located entirely on private property. However, when private property trees are removed by a tree service, the homeowner or contractor must report the removal to the Village Forester no more than 7 days after the tree has been removed (630-469-6756). Tree contractors must be registered before they can remove or prune trees in the Village. Please see the Public Works Webpage for a list of registered tree contractors.
 
July 27th Question: Where can I recycle?

Residents who want to be greener and wish to recycle more items that cannot be deposited with their regular weekly residential recycling are encouraged to visit DuPageco.org for the DuPage County Recycling Guide, also available here. Another valuable website for recycling options is earth911.org.

 
July 20th Question: How does a resident apply for a commuter parking space?
There is a wait-list for commuter parking in Glen Ellyn. In order to be eligible for the wait-list, you must reside within the corporate boundaries of the Village. If you meet the residency requirement and are interested in being placed on the wait-list, please contact the Cashiers office at 630-547-5235 or walk in to pick up a form. The current wait for the first available spot is between 18 months and 2 years.
 
July 12th Question: Does the Village offer any senior services?
Yes. The Glen Ellyn Senior Service Center offers a wide variety of services, from assistance with insurance, information on the Ride DuPage program and monthly activities. The Senior Service Center is located at Grace Lutheran Church, 493 Forest Avenue, and is open Monday through Friday from 9am-1pm. July 6th Question: Are residents permitted to have outdoor fireplaces?

Yes, according to Village Code 7-7-3: Open Burning, Fires in outdoor fireplaces are permitted by exception. However, the open burning of leaves, brush, trimmings from trees or bushes, paper, garbage, refuse, waste or other combustible material on any property, public or private, from any source whatsoever, within the Village is unlawful and is hereby prohibited.

 
June 28th Question: Who provides the mosquito spraying in Glen Ellyn?
The Glen Ellyn Mosquito Abatement District has contracted with Clarke Mosquito Control to perform mosquito surveillance and control procedures which include larviciding for culex mosquitoes (a major vector of West Nile Virus) and adulticiding for floodwater (nuisance) mosquitoes. In order to serve the community better, Clarke has established a Mosquito Hotline where residents can call to report standing water or annoying mosquito conditions in your neighborhood. June 21st Question: What do residents need to do to hold a block party?
Block party applications are available on the Village website or by clicking here. Applications can now be submitted directly from the website. Please remember to make your request at least two weeks prior to the event. If you are interested in a Block Party Wagon, please contact the Glen Ellyn Park District at 630-858-2462.
 
June 14th Question: Does the Village require a Real Estate Transfer Stamp when selling a house?
Yes, a Real Estate Transfer Stamp must be paid by the home seller. For more information on Real Estate Transfer Stamps, please see the following Village webpage.
 
June 7th Question: What type of insects and diseases do the trees of Glen Ellyn face?
Japanese Beetle, Emerald Ash Borer and Gypsy Moth along with Oak Wilt Disease are all found in the Village. Please visit the Public Works webpage; Tree Insects and Diseases for more information.
 
May 31st Question: Where can a resident obtain a 'No Peddlers or Solicitors Invited' sticker to post on their front door?
Residents may purchase the 'No Peddlers or Solicitors' sticker from the Police Department front window in the Civic Center. Stickers are available for $.40.
 
May 24th Question: Can residents attend the Village Board Meetings and Village Board Workshops?

Yes, residents can and are encouraged to attend Village Board Meetings and Workshops.
The Village Board meetings are held the 2nd and 4th Monday of each month in the Galligan Board Room located in the Civic Center. These meetings begin at 8pm.
Village Board workshops are also held on the 2nd and 4th Monday of each month with an additional workshop held on the 3rd Monday of each month. These workshops begin at 7pm.

Village Board Meetings are also televised on Wideopenwest Channel 6, AT&T Channel 99, and Comcast Cable Services Channel 10.

 
May 17th Question: Will the Village of Glen Ellyn be holding another Shredder Event?

Yes, the annual Community Shredder Event will be held in October, 2011.

May 10th Question: Does a homeowner have to obtain a building permit or may their contractor obtain it on their behalf?
The homeowner or contractor may request a building permit application however, the building permit application must be signed by the property owner in order for the contractor to obtain the permit.

April 19th Question: Does a resident need permission to work on a tree in the Village Parkway?
A permit is required before any work (pruning, fertilizing, etc.) can be done on a parkway tree. Call the Public Works Department at 630-469-6756 for more information or download an application from their webpage.
 
April 12th Question: Does Glen Ellyn offer an Emergency Identification Bracelet Program?
The Glen Ellyn Police Department does offer this program. The Emergency Identification Bracelet Program is geared towards individuals with medical conditions, elderly individuals who may have special needs, or others who may need assistance in being identified. March 15th Question: Are individuals who inquire or solicit in Glen Ellyn in need of a special permit?

Yes, individuals & groups who solicit need to be issued one of two available permits.
If the group is considered a not-for-profit they need a solicitors permit and should be carrying a copy for you to reference. Individuals & groups wishing to sell wares door-to-door need to obtain a peddlers permit. They are also required to carry a copy of the signed permit.

March 8th Question: What is the Backyard Wildlife Program and how can a resident become a member?
The Glen Ellyn Backyard Wildlife Program is an outreach program founded on the belief that if we all work towards conservation and habitat enhancement on our own properties, we can create a collective wildlife conservation area. Membership in the Glen Ellyn Backyard Wildlife Program is free. March 2nd Question: When does yardwaste collection begin?
Yard waste collection resumes the first Monday in April. A $2.20 green yard waste sticker is required on each container. Yard waste can be contained in brown paper bags and/or unlined 33-gallon trash containers; no plastic bags.

JULIE, Inc. (Joint Utility Locating Information for Excavators) is a not-for-profit corporation that provides homeowners and professional excavators with one place to call for safe digging. Always call JULIE before you dig on your property
Homeowners now have two ways to contact JULIE: 1) Simply call 811 or 800-892-0123. Call center representatives are available 24 hours a day, seven days a week. 2) Online at illinois1call.com and enter your own locate request online with E-Request.
 
February 15th Question: Why does the snowplow push snow into my driveway?
The snowplow drivers main goal is to clear the streets for emergency vehicle access, vehicular traffic and parking. The policy is to clean the street from curb to curb to ensure that emergency vehicles and all traffic can move safely. As the plows pass driveways, some snow will roll off the edge of the side-discharge plow into the driveway, particularly if the driveway has already been cleared. There are a few steps you can take to minimize this problem: please see the snow brochure on the Village web site for more details.
 
February 8th Question: How can a resident arrange to park a vehicle overnight on a Village street?

Parking is not permitted on Village streets from 2am to 6am. If you do park on the street overnight you may be ticketed. However, exceptions can be made for special circumstances by contacting the Police Department at 630-469-1187.

 
January 25th Question: How do you request information under the Freedom of Information Act (FOIA)?
FOIA request forms and FOIA rules and regulations can be found on the Village web site by clicking HERE. Completed requests should be sent to the Village Clerk. The Freedom of Information Act is intended to open the government to all citizens by guaranteeing access to governmental records in whatever form they are maintained. FOIA maintains a clear preference for access to public documents while still protecting legitimate governmental interests and the privacy rights of individual citizens.
 
January 18th Question: When is Early Voting?
The DuPage County Election Commission has established the Glen Ellyn Civic Center as an early voting site. Early voting begins March 14 through March 31.
 
January 11th Question: Will the Village be sponsoring a "Clean Sweep" unlimited garbage day this year?
An unlimited refuse collection day is not scheduled for 2011.
 
January 3rd Question: Where is parking available in the Central Business District?
Glen Ellyn downtown parking is available for patrons of local restaurants and businesses, commuters using the Metra train service and employees of local businesses. These three different groups can find parking locations on the Glen Ellyn Parking Brochure available on the Village's web site.
