Sewer

The Village of Glen Ellyn owns and maintains two public sewer systems: a sanitary sewer system and a stormwater conveyance system. The sanitary sewer system transports waste and wastewater to the Glenbard Wastewater Authority, where it is filtered and sanitized to meet and exceed the specifications set out by the Environmental Protection Agency. The water is then released back into the DuPage River. The storm sewer system collects stormwater runoff and releases it back to the DuPage River.

 
Sewer Backup

If you are experiencing a sewer back-up, residents and homeowners are urged to call the Village before contacting a sewer or plumbing contractor. Village staff will check the main sewer lines to determine if the source of the problem is the responsibility of the Village or the homeowner and will advise the resident or homeowner of their findings. Public Works can be reached at 630-469-6756 Monday through Friday, 7:00 a.m. to 3:30 p.m. Please call the Police Department non-emergency line at 630-469-1187 after Public Works hours and on weekends.

 
Sanitary Sewer Service Line Repair - Cost Share Program

In 2000, the Glen Ellyn Village Board adopted a program to share the cost of some sanitary sewer service line repairs incurred by property owners. The Village will share in the cost of the repair of a sanitary sewer line when the repair falls under a Village street or within ten feet inside the edge of the curb or edge of the street. In addition to sharing the cost of the repair, the Village will pay for the restoration costs for this excavation. Property owners constructing a new building or a Class III Addition, Alteration, Remodeling or Change of Use are not eligible to participate in this program. Property owners constructing a Class II Addition, Alteration, Remodeling or Change of Use may participate in this program if the work is part of a project to replace the entire private sanitary service line from the building to the Village sanitary sewer main.

The property owner is responsible for the maintenance and repair of the service line on private property and on the Village right-of-way. Maintenance includes the removal of materials that are flushed, dropped, inserted or growing in the service line including toys, baby diapers, construction debris and tree roots. It is the homeowner’s responsibility to engage a plumber who can utilize an electronic device to determine the location of sanitary service lines and the point of obstruction.

Overhead Sewer/Backflow Prevention Valve Grant Program

In October 2001, the Village Board adopted a program to provide grants to eligible residents who wish to modify their sanitary plumbing system to minimize the possibility of sewer backups.  The Village will reimburse a property owner up to $2500 or 50% of the cost of installing an approved overhead sewer or backflow prevention valve.  For more information, please follow the link below to the Overhead Sewer/Backflow Prevention Valve Grant Program brochure and drawings. 

Clearwater Removal Program

The Village’s Clearwater Removal Program was implemented to reduce the amount of Clearwater (rainwater) improperly entering the sanitary sewer system, thereby reducing the strain on the system during major rain events. During a major storm, clearwater entering sanitary sewers can overload the system causing sewage to backup into homes. Clearwater can enter the sanitary sewer system from defects in the Village-owned portion of the system and defects and illegal connections in the homeowner’s portion of the sanitary sewer system. The Clearwater Removal Program includes engineering studies used to help pinpoint defects in the public sewer, followed by sewer line repair, sewer lining and replacement.

An illegal connection occurs when a pipe that would normally discharge to the ground surface outside of a home or connected to the storm sewer system is connected to the sanitary sewer system. This allows clearwater to end up at the Glenbard Wastewater Authority facility instead of being transported through the storm sewer system for discharge directly to the DuPage River. Illegal connections include roof downspouts, sump pumps and area drains around a building, although any connection that allows rainwater or groundwater to enter the sanitary sewer system is considered an illegal connection. Rainwater and groundwater should be discharged to the ground near the point it falls and allowed to flow above ground where it can be collected by the storm sewer system. In certain cases, sump pumps can be connected directly to the Village/public storm sewer system. 
Additionally the Village requires inspections of sanitary sewers be made whenever a Real Estate Transfer Stamp is required (e.g. sale of property, title transfer, putting your deed into trust, refinancing, etc.).  The inspection must be performed before the Village can issue a Real Estate Transfer Stamp.
